<pre>For the first useFlexibleViewport mode test after a normal 800x600 test, there are some timing issues that cause us to not have reset the zoom scale by the time the JS runs, causing flakiness. This seems related to WKWebView's _needsResetViewStateAfterCommitLoadForMainFrame but I haven't found a good solution yet.</pre>
