This XHR error is reproducible by just loading https://twitter.com, no Twitter account required. I wonder if it's occurring in Apple ports?
I guess the script from https://upload.twitter.com could possibly be blocked due to a CORS problem (shame I don't see any way to check HTTP headers in the web inspector), but I'm confused what form of access control could possibly prevent https://twitter.com from loading a script from https://twitter.com (itself).
