<pre>WTF::Optional<> uses placement new. It makes this thing non-literal-type, and prevent us from using Optional in constexpr.
This means that we cannot use `static const XXX value` global variable where XXX includes Optional<> thingy since we WebKit do not allow global constructors.</pre>
