This time iOS 9.3.2 (13F69) update -> iOS 10 Beta 1 (14A5261v)
It comes same issue, no blocking.
Test 2 for you:
Current have not OS X device here.
Install content blocker using the new API since OS X 10.11
e.g adguard or 1Blocker
Then update e.g from OS X 10.11.5 (15F34) -> macOS Beta 1 (16A201w)
