<pre>detectSignAndGetDigitRange() and matchedDecimalSymbolIndex() are implemented in PlatformLocale, not LocaleICU.
They were moved out from LocaleICU to NumberLocalizer in r124459 (2012), which has then been renamed as Localizer, then Locale, and finally PlatformLocale.</pre>
