ImageDocuments should skip CSP checks
They don't actually load the image by the usual image loading means, they take
data that was intended for a main resource and reroute it into an
ImageResource. Performing CSP checks can cause loads to incorrect fail, and
break implicit assumptions in the ImageDocument logic.</pre>
