<pre>Looking through ICU source code, it's not really clear where the difference comes from. en_US_POSIX may be the last resort fallback in uprv_getPOSIXID, so perhaps setlocale(LC_ALL, "") works differently?
Seems like this needs some experimenting.</pre>
