Right now, server side, we have a big giant &quot;open request&quot; queue and a big giant &quot;delete request&quot; queue.

In reality, open requests and delete requests interleave with each other, and it's not possible to correctly handle one or the other with the two separate queues.

The problems this causes show up in a non-trivial number of the remaining layout test failures.</pre>
