A true _reloadWithoutContentBlockers SPI as originally proposed in <a class="bz_bug_link
bz_status_RESOLVED bz_closed"
title="RESOLVED FIXED - [Content Extensions] Add SPI to reload without content blocking"
href="show_bug.cgi?id=146128">bug 146128</a>, perhaps implemented with a flag on DocumentLoader, is still needed.</pre>
