This looks like a WinCairo build, not our Apple Windows build; maybe something is broken for the WinCairo.
However, looking at <<a href="https://build.webkit.org/builders/WinCairo%2064-Bit%20Release">https://build.webkit.org/builders/WinCairo%2064-Bit%20Release</a>>, it seems like the WinCairo build is green (although tests are not).
Maybe this is a locale issue? All of our bots on Windows are running the stock US English version IIRC.</pre>
