<pre>The "setMainFrameIsRubberBanding/isRubberBandInProgress" and "setMainFrameIsScrollSnapping/isScrollSnapInProgress" use a mutex to coordinate main thread/scrolling thread communications.
Instead, we should have these values copied to the scrolling thread on the scroll state node tree, and have any updates messages back from the scrolling thread, as we do for other values.</pre>
