<pre>Looks like the only way WebCore would clamp timers to 1 second is when it thinks that the timer causes a repaint of something that's not user visible (it won't do that when there is no repainting at all). And there seems to be no way that we'd clamp to 15 seconds, short of a timer heap bug.</pre>
