REPRODUCIBILITY:

I was able to reproduce this issue on the iOS 18.2 simulator at ToT using the following commands:

 python3 Tools/CISupport/built-product-archive --platform=ios-simulator-18 --debug extract

run-webkit-tests --no-build --ios-simulator imported/w3c/web-platform-tests/navigation-api/scroll-behavior/manual-scroll-after-resolve.html --iterations 10 --debug

REGRESSION:

This test appears to be failing since introduced at 270856 at main.
