Since 284276 at main libspiel is required to enable feature SPEECH_SYNTHESIS

But this library is not provided on the yocto environment that the cross-toolchain builds use.

I tried to package it but I found issues that blocked me, reported at: https://github.com/project-spiel/libspiel/issues/68

So, let's default to disable SPEECH_SYNTHESIS until we can provide libspiel on the Yocto environment
