Thank you for the report. 

This is an issue below WebKit. I encourage you to file a Feedback Assistant report with more data, and I can bring it to the attention of the Apple team responsible for this code. Unfortunately, this really really needs at least a `log show` that covers a long enough period of time to see how we got into the state, and most likely a sysdiagnose.

There were multiple issues with such symptoms investigated and fixed over time, the latest I know about (still unfixed) being rdar://121555551. But more reports would be helpful.
