I was able to reproduce this bug on the "Home," tab but not quite the "My Files," tab but they appear to be the same issue. 

My current theory is that this has something to do with content-visibility because an ancestor which contains the contents of the list/rows has content-visibility: auto and toggling that off seems to cause the content to reappear. Stepping in the debugger it also seems to reveal we are skipping layout for these renderers due to isSkippedContentForLayout()
