REPRODUCIBILITY: 
I was able to reproduce on ToT using a test list. On its own the test passes.
run-webkit-test --test-list=test_list.txt --child-process=1 --iterations=5

DESCRIPTION:
Changes were made in scrolling on 283140 at main. I have trimmed the test to 10 test that could be causing this test to fail.
