REPRODUCIBILITY:
I was able to reproduce this on ToT using command
run-webkit-test imported/w3c/web-platform-tests/scroll-animations/css/animation-timeline-ignored.tentative.html --iterations=10

DESCRIPTION. 
Changes in 285504 at main affected scroll-animations.
