Just to check, when you say "in Safari and Chrome", do you mean:

- Safari on iOS and/or macOS?
- Chrome on Android/iOS (and/or macOS/Windows/Linux)?

This matters because all browsers on iOS have to use WebKit (so Chrome's engine on iOS is not the same as it is on any other platform):

If this only happens on Chrome on iOS (and not on Android), it's def. a WebKit issue
