By `navigator.vendor` Apple, Inc. owns the Browser and is responsible for it.
They can use a module, but we all know that when modules fail there is work available to rebuild each and that is part of the responsibility of ownership.
If Apple is going to sell products, they need to use an interoperable standard to work instead of using an App that tries to recreate HTML.
Or they need to invest money, by allocation in the market that is accessible via a Browser.
We all know the fact here is that the browser can run Web Assembly and apps are doomed.
