This is possible to reproduce only using a build prior to this revert
The previous changes were reverted in 278825 at main. See https://bugs.webkit.org/show_bug.cgi?id=274225.

1. With the right Safari and/or minibrowser
2. Open the Web Inspector Go to network tab
3. Go to https://my.ny.gov/LoginV4/login.xhtml?APP=nyappdtf
4. Notice the page is loading
5. Then it goes to the Safari error page ErrorPage.html

Result:
It is then impossible to load the right page / content to diagnose and set breakpoints
