Minimal test case

If OSX is configured using "System Settings > Appearance > Show scroll bars: When scrolling", then textareas in an SVG can jump across the screen and/or disappear when enough text is added that a scrollbar is needed.  If the above configuration is set to "Show scroll bars: Always", then the bug disappears.

Attached is a minimal test-case.  19 lines of HTML/SVG, no JavaScript or CSS.  Just type into the textarea.

This bug is unique to Safari.  Firefox and Chrome are unaffected.  Affects Google's Blockly.
