I am not sure what bug you are seeing. I have tested this multiple times on iPadOS 17.5, I even just tested right now. I can attach screen shots if you really want.
Also note that sometimes the perfect 60fps feature flag can reset. Make sure you force quit safari and settings. Then go back into settings and certify prefer 60fps is off. Also note: If you are using the Apple simulators with Xcode, they are capped at 60fps.
You may also need to have desktop browsing enabled in settings.
