It's kinda opaque but:
1. Make sure iPad is not in Battery Saver mode
2. Make sure charge level is sufficiently high (>20%)
3. Make sure iPad is not in heat-based thermal throttle
4. Make sure "Prefer Page Rendering Updates Near 60fps" is disabled
5. As a last ditch, connect power cable while 100% fully charged.

Report back with your findings.  
If everything failed, then there's an iOS 17.5 bug with that iPad.
