This is a bug I observed while using GNOME Web (Epiphany).

Epiphany version (from About Web in the main menu): 46.beta
WebKitGTK version (from About Web -> Troubleshooting -> Debugging Information): 2.42.5
Distributor (Linux operating system, Flathub, Epiphany Tech Preview, etc.): Debian Testing

GNOME Web supports displaying HTML files, but it seems to only support displaying HTML files with the DOCTYPE HTML. Bookmark files, such as those exported by GNOME Web itself, are HTML files, but have the DOCTYPE NETSCAPE-Bookmark-file-1. These files are downloaded by GNOME Web, rather than being displayed. GNOME Web should support displaying these files too.

The file is detected as the application/x-netscape-bookmarks MIME type, and it has been verified in shared-mime-info that that type already inherits from text/html. A GNOME Web developer suspects this is a WebKit bug and webkit_response_policy_decision_is_mime_type_supported() improperly returns false.
