Steps to reproduce:

1. Go to MDN's CSS cursor page, "keyword" section: 
https://developer.mozilla.org/en-US/docs/Web/CSS/cursor#keyword

2. Scroll down to the example cursor table in the "keyword" section.

3. Pick one of the following cursors to test: "context-menu", "help", "progress", "zoom-in", or "zoom-out".

4. Hover over the example area multiple times.

Actual results:
The cursor only correctly changes some of the time (usually on the first hover only).  On subsequent hovers, the cursor does not display correctly.

Expected results:
The cursor should always change to reflect the correct shape.

Reproducible on:
- Sonoma 14.4.1 (W59WMDXG66) with Safari 17.4.1 (19618.1.15.11.14)
- Sonoma 14.4.1 (W59WMDXG66) with Safari Technology Preview Release 190 (Safari 17.4, WebKit 19619.1.5.5.2)

NOT reproducible on:
- Ventura 13.6.4 (C02ZP1SUMD6T) with Safari 17.3.1 (18617.2.4.11.12, 18617)

Details:
The only affected CSS cursors are as follows:

- context-menu
- help
- progress
- zoom-in
- zoom-out

The rest of them seem to always work correctly.
