I think this is expected behaviour:
- I would expect, the first window track.muted state to be true and the onmute event to fire.
- The first window tab UI should show that capture is muted and user can decide to unmute this tab (in which case the second tab will be muted).

Black frames at 1fps is expected for muted tracks.
