This along with bug 143310 will allow us to share the X86_64 OFFLINE_ASM_BACKEND, and get rid of X86_64_WIN.

There's a lot of assumptions built into ENABLE_UNIFIED_AND_FREEZABLE_CONFIG_RECORD that bmalloc is in use (e.g. GigacageConfig g_config is referenced a lot).
