We see the issue and it should be resolved, ironically first by 274676 which totally broke notifyd notification forwarding in the simulator, and then finally by 275521 which makes it so that notifyd notifications occur in loopback mode as expected in the simulator's WebContent.

I'm going to to dup this to the last bug mentioned here.
