Hi team,

this is just partial merge of Blink merge: https://chromium.googlesource.com/chromium/src.git/+/9fa80d5986647e8be2f1b19fc5e722cb51da4e27

^ It is just partial merge, it does not completely fix the bug but I think it is now more of subpixel issue or how we distribute row width rather than totally wrong thing, we are doing right now.

Just raising, so we can fix it.
