I investigated. Apple ports have this test as [WontFix]:

$ rg media-seeking-no-ranges-server.html
LayoutTests/platform/mac/TestExpectations
595:http/tests/media/media-seeking-no-ranges-server.html [ WontFix ]

The test comes from this patch from 2013 that tried to add support for non-range responses in the GStreamer ports: https://bugs.webkit.org/show_bug.cgi?id=85994
