Let's see if anyone else can reproduce, I still can not. I tried private browsing, too.
Mostly testing on a 14" M3, but a 16" Intel MacBook Pro on a different network also doesn't reproduce. Its scrolling is more janky, and there were some flashes of white, but only for a split second, not permanently stuck.
