“It behaves same …” — if I’m remembering right, popover have been modified. Let me see …

And – the modification, I believe to remember/see:
“When open, popover elements will appear above all other elements in the top layer, …” — Top layer? I did some things with popover in the past. And I remember: one problem I had by that: popovers hardly could be made to do so! I had to use a construct like the “show me everywhere” thing, I showed in https://bugs.webkit.org/show_bug.cgi?id=273208#c0.
But: I’m not sure …

If I’m right, the reason made could be found in this change?
