In WindowOrWorkerGlobalScope.idl:

We should address these FIXMEs and actually replace the IDL usage of `ScheduledAction` with `(ScriptString or Function)`.

The callsites should then convert the std::variant to a ScheduledAction type to keep the existing logic largely the same.

This will make WebKit better follow the specs and also simplify the IDL generation code.
