This test has further regressed from bug #228591 into a consistent timeout on macOS wk2.

REPRODUCIBILITY:
I was able to reproduce this issue on macOS Ventura (13.5, 22G74/arm64) ToT using the following command:
run-webkit-tests --clobber-old-results --verbose --iterations 10 --exit-after-n-failures 1 fast/scrolling/mac/programmatic-scroll-overrides-rubberband.html
REGRESSION:
I was able to bisect a likely regression point at 268267 at main; changes appear to be directly related to this issue, and the issue did not reproduce before that point.
