We have test cases for it as 'Historical' that 'startoffsettime' should not be supported.

Similary, 'startdate':

audio.startDate should not be supported 
video.startDate should not be supported

Marking this as 'RESOLVED WONTFIX' since we will not be fixing it and these are now historical attributes.
