Bisecting this points at 263420 at main.

The commit message says:

> This patch aligns WebKit with Blink / Chromium and Gecko / Firefox.

But the WPT results clearly show differences remain, and indeed some of these (admittedly tentative) tests regress from stable to STP.

It's not implausible we want to allow for platform-specific differences here with how modifiers behave, but we should fix the regression either by fixing WebKit or fixing the test.
