Screenshots of Rotor Links menu on macOS 12.6.2 and 13.1 (Safari 16.2)

Overview:
Issue is present on any web page, as an example "Wiki" Wikipedia page was used.

Steps to Reproduce:
Please open URL https://en.wikipedia.org/wiki/Wiki in Safari with Voiceover enabled, open Rotor and navigate to Links menu

Actual Results: Link titles in menu do not correspond to the actual links on a page. Voiceover correctly follows link order on a page, reads link actual label but it is not the same as link title in menu.

Expected Results: Link titles in menu are equal to actual page links labels.

Build Date & Hardware: Safari 16.2 (17614.3.7.1.7, 17614) on MacOS Vienna 13.1

Additional Information:
1) Issue is also reproduced on macOS 13.0 with Safari 16.0 and macOS 13.0.1 with Safari 16.1.
2) Issue is not reproduced on MacOS Monterey 12.6.2 with Safari 16.2 (17614.3.7.1.7, 17614), so it seems like something broke up in macOS 13.
3) Please see two attached screenshots with Rotor Links menu for https://en.wikipedia.org/wiki/Wiki page on macOS 12.6.2 and macOS 13.1.
