We should add support for preconnect via HTTP early hints. A number of websites already use these, e.g. many Shopify websites send an early hint to preconnect to cdn.shopify.com.

We want to eventually support preload via early hints as well, but that requires more refactoring. Preloading via early hints will be tracked in 238921.
