I was about to file a new bug report on this problem but I found this existing bug so I'm leaving a comment.

Progress indicator role is not spoken to VoiceOver on iOS for <progress> or role="progressbar" elements. 

Here's a test case to reproduce the bug in VoiceOver iOS, https://pauljadam.com/demos/progressbar.html.
