Hi Jeff, thanks for the report.

This is working for me with the same exact steps described in the report using Safari Tech Preview 184 (with a fresh profile) on macOS Sonoma.

Does is still happen for you?
Do you have any extensions or did you modify anything in the usual settings of the browser?

Blocked frames are normal. There are parts of Privacy protections. I get the same but they do not make the Web Inspector UI unusable.
