Demo video of the issue
Hi. I experienced video disappearing or changing its size for a short period of time when a user changes the size of its div container.
I can steadily reproduce it on macOS Sonoma 14.* and iOS 17.*
I've prepared a repository so you can try to reproduce it. Also, attaching a demo video.

STR:
1. Open the demo link from Safari 17.
2. Press the "Share Screen" button and select a desktop or window to share.
3. Press the "Resize video container" button to make the video container small or big.
NOTES:
1. The red container represents the div, which contains a video element.
2. The container with blue border is an actual video element.
