Sorry if I was not clear.
What I mean by "breaks scrolling inertia" is that whenever I scroll with a MagicMouse or a MacBook trackpad, it abruptly stops whenever I release my finger from the mouse.
In the attached HTML File, if you scroll by giving a flick on a trackpad/mm, it will not scroll fast then slow down. It will follow your finger then stop once you stop touching the device.
This does not happen if the scrolling element is on the body.
If it's a "slow path", it's odd that it does not slow down in old versions of Safari (though tested through virtual machines). It also does not slow scrolls made with a "normal mouse" (like the Logitech MX Master).
