A Web app that was added to Dock opens with URL that was open when it was last closed instead of Application URL.

To reproduce:

1. Add a web app to the Dock
2. Open it, should open with URL configured as Application URL
3. Visit any other URL in the app
4. Close with CMD+Q or "Quit" from the app menu
5. Reopen the app, it now opens with the URL it was closed with instead of the Application URL.
6. Close the app from the window controls on the top left of the window (red bubble with cross)
7. Choose "Quit" from the right-click menu in the Dock
8. Reopen the app, it now opens with the Application URL.
