Note that GPUProcess is only refreshing devices once at first use and then if new devices or old devices are removed.

The newly added test demonstrates that, if we create a realtime H264 encoder first, we do not list any camera.
If we create the realtimeH264 encoder second, the list of cameras is ok in GPU process.
