This issue can be bisected to 271863 at main using the command: 
run-webkit-tests --release --iterations=10 imported/w3c/web-platform-tests/video-rvfc/request-video-frame-callback-webrtc.https.html

271863 at main = FAIL 5/10
271862 at main = PASS 10/10

Diff Log:
FAIL Test video.requestVideoFrameCallback() parameters for WebRTC applications. assert_true: captureTime should be present expected true got false
