I am able to reproduce this bug in WebKit ToT (267474 at main) where the 'outline' is horizontal and don't respect 'writing-mode' as 'vertical'.

Adding 'BrowserCompat' tag since it works fine in Chrome Canary 118 and Firefox Nightly 118.
