We should shard tests based on how long we expect them to take to run, running the slowest ones first. Some basic testing on Mac Studios indicates we can speed up run-webkit-tests by at least 10% by doing this.

Note that we're interested in runtime, not test count. We will likely need to check in some sort of "expected runtime per directory" because some directories run much faster than others.
