1 tab with many webkitwebprocess

when open many tabs , for example , 20 tabs .

and then cloeses them until left 1 tab.

the webkitwebprocess could not exit.

both reproduce on minibrowser and epiphany.

archlinux    epiphany 42.4   webkit2gtk-4.1 2.38.1
