I am able to reproduce this bug in Safari Technology Preview 157 using attached test case and putting caret before [BEFORE] and using arrow keys to move it forward does not work and it get stuck while placing after [AFTER] and doing backward work with arrow keys.

Chrome Canary 109 and Firefox Nightly 108 works fine and do forward motion fine using arrow keys. Thanks!
